A qualidade de vida na micro-região de Porto Velho, Rondônia: um estudo quantitativo / Quality of life in the microregion of Porto Velho, Rondônia: a quantitative study

Resumo

O processo de desenvolvimento regional implantado desde o início da formação histórica e econômica de Rondônia se pautou nas grandes obras de infra-estrutura conduzidas pelo governo federal. A Estrada de Ferro Madeira Mamoré, concluída em 1912, entre Porto Velho e Guajará-Mirim, portanto, região de ocupação mais antiga no Estado, fez com que o eixo de desenvolvimento regional se instalasse nessa porção meso-regional do Madeira-Guaporé. Com a construção da rodovia federal BR-029, hoje BR-364, iniciada na década de 1950 e finalizada na década de 1960, fez deslocar o eixo de desenvolvimento para a porção meso-regional Leste Rondoniense. Atualmente o governo federal está conduzindo mais uma grande obra de engenharia, as Usinas Hidrelétricas do rio Madeira: Jirau e Santo Antônio, novamente na porção meso-regional do Madeira-Guaporé. Assim, objetivando subsidiar trabalhos futuros e ajudar a entender a dinâmica histórica regional sobre a qualidade de vida, foi idealizada a presente pesquisa. O alcance histórico está relacionado ao levantamento dos dados quantitativos obtidos através de fontes secundárias disponibilizadas por instituições oficiais brasileiras e que corresponderam aos anos de 1980, 1991, 2000 e 2009. Para a construção do índice de qualidade de vida foi utilizada a análise fatorial com base em Santana (2005a; 2005b) e Hair et al (2005), sendo o SPSS versão 17, o instrumento estatístico adotado para este estudo. Portanto, as conclusões mostram a gravidade histórica no que tange a qualidade de vida nesta porção micro-regional, o que reforça a necessidade urgente de se pensar em ações que visem o seu controle. Embora os dados usados não tenham alcançado em sua plenitude os efeitos da UHE do Rio Madeira, no geral, foram suficientes para demonstrar que houve uma tendência de crescimento negativo, quase linear, na micro-região de Porto Velho e na própria capital do Estado com base nos indicadores usados pela pesquisa para os anos estudados.

ABSTRACT: The regional development process implanted since the beginning of the economic and historical formation of Rondônia have led to infrastructure works conducted by the federal government. The Madeira Mamore Railroad, completed in 1912, between Porto Velho and Guajará-Mirim, therefore made the axis of regional development to establish itself in this portion of the meso-regional Madeira-Guaporé. With the construction of federal highway BR-029, BR-364 today, started in the 1950s and ended in the 1960s , the axis of development chnged to  the eastern portion of meso-regional Rondonia. Currently the federal government is conducting another great piece of engineering, the Madeira River Hydroelectric Power Plants: Jirau and San Antonio, again in the mid-portion of the regional Madeira-Guaporé. Thus the present study aims to support and help to understand the historical dynamics of the regional quality of life. The historic significance is related to the  quantitative data obtained from secondary sources provided by official institutions in Brazil and that corresponded to the years 1980, 1991, 2000 and 2009. To construct the index of quality of life we used factor analysis based on Santana (2005a, 2005b) and Hair et al (2005), and SPSS version 17, the statistical tool adopted for this study. Therefore, the findings show the historical gravity with respect to quality of life in this portion of micro-regional, which reinforces the urgent need to think of actions aimed at their control. Although the data used did not reach its fullness in the effects of HPP on the Madeira River, in general, were sufficient to show that there was a trend of negative growth, almost linear, the micro-region of Porto Velho and the own capital of the state with Based on the indicators used by the search for the years studied.
